what panel uses?, it can be posible add a appmenu/globalmenu?

Yes, that's the new BE::Shell!
And yes it's very fast and includes a global menu (only for Qt apps).
The panel is part of it but you have to configure all parts yourself
from scratch. Or you need the configs from examples. For more
informations you can read the wiki pages on the BE::Shell site: [link]
If it is fast like Razor Qt? I don't know because I've it not tested.
